For every person, firm or corporation conducting, managing or operating a service station, where gasoline, oil, grease, tires, batteries, accessories or any other goods, wares, merchandise or service rendered, is sold, the license fee shall be based on the gross business of the preceding twelve (12) months and according to the schedule of fees as set forth in section 5.08.020 of this chapter.
