For every person, firm, or corporation conducting, managing, or carrying on the business of funeral director, embalmer, or undertaker, or the operation of ambulance service, the license fee shall be based on the gross business of the previous twelve (12) months at the rate under the proper class as set forth in section 5.08.020 of this chapter.
