This chapter provides for the preservation and maintenance of the city's affordable housing supply, as well as incentives or concessions for the development of housing that is affordable to the types of households and qualifying residents identified in section 18.228.020 of this chapter. In offering these incentives or concessions, this chapter is intended to implement the requirements of state law 1 and the goals and policies of the city's general plan housing element.
