"Dump" means a place used for the disposal, abandonment, discarding, dumping, reduction, burial, incineration, or by any other means, of any garbage, sewage, trash, refuse, waste material, offal or dead animals; provided, that this definition shall not be deemed to include means of disposal of such substances customarily incidental and accessory to dwellings, institutions, commercial, industrial and agricultural uses, unless such disposal endangers the health and safety.
