The city engineer and the police department shall have the right to inspect all rollers, truck wheels, dollies, tractors or other apparatus proposed to be used in the moving operations, and they shall be the judge as to the adequacy of such equipment and may require the use of such apparatus which in their judgment will not cause damage to streets and/or pavements.
