A. Any person who operates, or any owner or lessee of land, whether it be an individual, partnership or corporation, who permits land owned or leased by it to be operated as a commercial parking lot, within the definition of this Part, without first having obtained the license required under § 508-404 shall be deemed guilty of a violation of this Part.
B. Each day of such continued operation without such license shall be deemed and regarded as a separate and distinct violation of this Part.
