The provisions of this chapter do not apply to vehicles owned by a business that maintains a fixed location within the city operating as a shuttle vehicle for which no rare is charged that travels to and from that business and that is used to convey customers of the business to and from the fixed business location within the city and the customer's residence and/or place of employment. Further, the provisions of this chapter do not apply to vehicles owned by a business that maintains a fixed location outside of the city operating as a shuttle vehicle for which no fare is charged that travels to and from that business for the purpose of conveying customers of the business to and from their fixed residence in the city, or to an employer of the person so conveyed that is located within the city.
