(A) The purpose of this local regulation is to safeguard persons, protect property, and prevent damage to the environment in the city. This chapter will also promote the public welfare by guiding, regulating, and controlling the design, construction, use and maintenance of any development or other activity that disturbs or breaks the topsoil or results in the movement of earth on land in the city.
(B) The requirements of this chapter should be considered minimum requirements, and where any provision of this chapter imposes restrictions different from those imposed by any other applicable ordinance, rule or regulation, or other provision of law, including but not limited to the Hamilton County Earthworks Regulations, Ohio Building Code, Ohio Environmental Protection Agency NPDES General Permit No. OHQ000003 and any subsequent Ohio Environmental Protection Agency permits, and the City of Reading Codified Ordinances, whichever provisions are more restrictive or impose higher protective standards for human health or the environment shall be considered to take precedence.
