§ 1496.05 ULTIMATE RESPONSIBILITY.
   The standards set forth herein and promulgated pursuant to this chapter are minimum standards; therefore this chapter does not intend nor imply that compliance by any person, firm, or other entity will ensure that there will be no contamination, pollution, nor unauthorized discharge of pollutants, and do not relieve this person, firm, or other entity from complying with any local, state, or federal regulations that address illicit discharges or any other pollutant discharges. If these minimum standards prove inadequate, it is the ultimate responsibility of the person, firm, or other entity to provide additional measures to prevent illicit discharge or other pollutant discharges.
