(A) Between September 16 and May 30, inclusive, an outdoor swimming pool shall be completely drained of all water unless a special permit is granted by the City Engineers Building Commissioner or his or her authorized representative, upon proof that no safety hazard exists at the pool.
(B) A swimming pool shall be maintained in a clean and sanitary condition, and all equipment shall be maintained in a satisfactory operating condition during the period the pool is in use.
(C) No swimming pool shall be used, kept, maintained or operated in the city if such use, keeping, maintaining or operating shall be the occasion of any nuisance, dangerous to life or detrimental to health.
