§ 1484.02 APPLICATION FOR PERMITS; PLANS AND SPECIFICATIONS; NOTICE TO ADJOINING PROPERTY OWNERS.
   (A)   Applications for the permit required by § 1484.01 shall be filed with the City Engineer/ Building Commissioner by the owner, lessee or occupant of the lot or premises upon which it is desired to construct or erect the earth station. Any person whose interest in the lot or premises is less than that of the owner shall first obtain the permission of the owner before applying for such permit.
   (B)   The City Engineer/Building Commissioner shall issue a permit, provided that the applicant submits a written application therefor upon forms provided by the Building Department, as well as a plot plan of the lot or premises showing the exact location of the proposed earth station and the location of all buildings on the subject lot; a description of the kind of earth station proposed; and three complete sets of construction plans, specifications and elevations of the proposed location with sufficient details to show the method of assembly and construction. Each set of plans and specification shall show the complete name and address of the subject property owner and the complete name and address of the person who prepared the plans and specifications. The application shall indicate the owner of the subject property, the occupant of the subject property and the contractor or other person who will be permitted to construct or erect the proposed earth station, who shall be a construction contractor pursuant to the regulations of the city. All construction plans shall be certified with a professional engineer's stamp.
   (C)   Not less than ten days before issuing such a permit, the Department shall notify, by certified mail, the owners of property adjoining the proposed earth station site, of the request to construct or erect an earth station on that site.
