The City Engineer/Building Commissioner or his or her authorized representative, when representing a person with whom the city or a department thereof has any type of proceeding, shall advise Council in writing of such representation, and in any such proceeding had by the city with such person, the Engineer/Commissioner or representative shall not represent the city. The Mayor is hereby authorized in such event to employ another civil engineer for the purpose of representing the city in such proceeding.
