An application made under § 1426.13 shall not constitute a defense to a charge of violating any of the provisions of this exterior property maintenance code concerning proceedings which are pending in the Municipal Court when the application is filed, nor shall any variance or modification allowed under this code constitute a vested right against any ordinance enacted hereafter by Council compelling strict enforcement of this code.
