§ 1426.10 EXTERIOR PROPERTY MAINTENANCE OFFICER.
   (A)   The position of Exterior Property Maintenance Officer is established. The Building Commissioner, subject to the approval of the Mayor, shall hire the Exterior Property Maintenance Officer who shall operate under the direction and supervision of the Building Commissioner in enforcing the city's exterior property maintenance code.
   (B)   The Exterior Property Maintenance Officer shall be responsible for the following duties:
      (1)   Monitoring exterior property maintenance code standards for residential and commercial property, animal mistreatment and lack of supervision, littering and other community problems as identified personally or by referral or complaint.
      (2)   Promoting benefits of the exterior property maintenance program and provide positive neighborhood and city relations.
      (3)   Monitoring neighborhoods to assure exterior property maintenance standards are met; issuing courtesy letters and violation notices when necessary.
      (4)   Providing positive public relations with neighborhood groups and following up on citizen complaints.
      (5)   Monitoring mistreatment of animals.
      (6)   Administering anti-littering programs and efforts to keep sidewalks and right-of-way free of litter and debris.
      (7)   Attending Mayor's Court, City Council and other agencies' meetings as required.
      (8)   Preparing periodic reports as directed by the Building Commissioner and Safety Service Director.
      (9)   Documenting all code violations, recording notices and actions taken, re-inspecting for compliance, maintaining active and historic files.
      (10)   Performing other work as required.
   (C)   The Exterior Property Maintenance Officer is granted the authority to issue citations for failure to comply with any orders issued pursuant to the city's exterior property maintenance code.
