§ 1420.04 AMENDMENTS.
   Chapter 1 of the CABO Code One and Two Family Dwelling Code shall be deleted except as specified and modified herein. If differences occur between the CABO Code and other ordinances, the stricter provisions shall apply.
CHAPTER 1 - ADMINISTRATION

SECTION 103 - SCOPE
103.1   Application: The provisions of this Code apply to the construction, addition, prefabrication, alteration, repair, use, occupancy and maintenance of one, two and three family dwellings, not more than three stories in height and their accessory structures.
SECTION 104 - AUTHORITY
104.1   Referenced Standards: The Standards referenced in this Code shall be considered part of the requirements of this Code to the prescribed extent of each such reference. If differences occur between the provisions of this Code and the referenced Standards, the stricter standard or code shall apply.
SECTION 108 - MATERIALS
108.1   Alternate Materials, Methods and Equipment: The provisions of this Code are not intended to limit the appropriate use of materials, appliances, equipment or methods of design or construction not specifically prescribed by this Code, provided the Building Official is able to determine that the proposed alternate materials, appliances, equipment or methods of design or construction are at least equivalent to that prescribed in this Code including in suitability, quality, strength, effectiveness, fire resistance, durability, dimensional stability, safety and sanitation.
108.2   Evidence Submitted: The Building Official may require that evidence or proof be provided to substantiate any claims that may be made regarding a proposed alternate.
108.3   Determination of equivalency shall be based on design or test methods or other such standards provided by approved testing agencies or other model codes and as may finally be approved by the Building Official. The costs of any required tests, reports and investigations shall be paid by the applicant.
SECTION 109 - MATERIAL MODIFICATIONS
109.1   Modifications: Where there are practical difficulties involved in carrying out the provisions of this Code, the Building official may grant modifications for individual cases. The Building Official shall first find that a special individual reason makes the strict letter of this Code impractical, that the modification is in conformity with the intent and purpose of this Code and that such modification does not lessen a Code requirement, including health, life safety and fire safety requirements. The details of the action granting modifications shall be recorded and entered into the files of the permit. No modification shall be considered as a precedent for future or other modifications.
SECTION 114 - PREFABRICATED CONSTRUCTION
114.1   Prefabricated Construction: A certificate of approval from an authorized and approved agency shall be furnished with all prefabricated assemblies, except where all such elements are readily available for inspection at the site. Placement of prefabricated assemblies at the building site shall be inspected by the Building Official to determine compliance with this Code. All items not prefabricated and covered by certificates of authorization, including but not limited to foundations and service equipment for the prefabricated construction are subject to all provisions of this Code.
SECTION 119 - ENERGY CONSERVATION
119.1   Energy Conservation: Provisions for energy conservation shall be in accordance with the Ohio Revised Code requirements and shall include the CABO referenced Standard, Appendix E; the CABO Model Energy Code.
SECTION 120 - SITE REQUIREMENTS
120.1   Site Access: A legal, permanent, uninterrupted, unobstructed system of private access roads, driveway and walkways shall be provided from the public right of way to each dwelling and accessory structure.
120.2   All private access roads, driveways, parking surfaces and walkways shall be paved. The space requirements shall be as described in this Code and in the Reading Zoning Code.
120.3   Exterior Construction: Concrete driveways shall be not less than 4 inches thick, except driveways in the right of way shall be not less than 7 inches thick. Driveway placement, driveway curbs and all construction in the public right of way shall be in accordance with City specifications and as approved by the City Engineer and Public Works. Walkways are to be not less than 4 inches thick. Concrete driveways and walkways shall be installed on approved compacted earth and provided with a non-slip float finish. Exterior concrete shall be 3,500 psi minimum and air entrained 5 to 7 percent. Vehicular access shall be limited to a maximum gradient of 14 percent. Pedestrian access shall be limited to a maximum gradient of 8 percent. The minimum width of a driveway shall be 7 feet wide; when combined with a walkway, the minimum width shall be 10 feet. The minimum width of the main walk to the dwelling shall be not less than 3 feet wide; all other walkways shall be not less than 2 foot 6 inches wide. Exterior steps, handrails and guardrails shall be installed as specified in this Code for interior construction. Retaining walls, fences and other miscellaneous exterior structures shall be engineered and installed in accordance with accepted industry standards.
120.4   Grading and Drainage: Grading shall be done so that the drainage to adjacent property is not increased, redirected or concentrated. Retaining walls shall be installed where required to maintain grades. Positive drainage shall be directed away from buildings. All driveways, walkways and other paved surfaces shall provide positive drainage to storm sewers and approved discharge locations. No standing water other than approved drainage basins shall be permitted on site. All roofs, areaways, sump pumps and similar water discharge systems shall drain to storm sewers and approved discharge locations. The drainage from parking areas shall be approved by the City Engineer and Public Works.
