(A) Pursuant to Ohio R.C. 731.231, that document known as the “Engineering Rules and Regulations for Private Developments Within the Unincorporated Areas of Hamilton County,” the purpose of which is to regulate and fix procedures and standards for the development and construction of private subdivisions, as adopted on February 21, 1955, with amendments through June 3, 1981, a copy of which is now on file with the City Clerk, is hereby adopted by reference as the rules and regulations for private developments within the city, provided, however, that if rules and regulations therein contained are in conflict with ordinances or resolutions of the city, the ordinances or resolutions shall take precedence, and provided, further, that references made to various county departments or officers shall be construed to be references to like departments or officers of the city, including, but not limited to, the following:
Board of County Commissioners
Council
County Engineer
City Engineer/Building Commissioner
Sanitary Engineer
City Engineer/Building Commissioner
Highway Engineer
City Engineer/Building Commissioner
Inspector
City Engineer/Building Commissioner or an inspector furnished by Council.
(B) If there is no like department or officer, the department or officer of the city who is already charged with a duty fixed in such county engineering rules and regulations shall serve; otherwise, the Safety-Service Director shall determine what department or officer shall serve in the place of the department or officer named in such county engineering rules and regulations.
