(A) The City Council finds it necessary and in the best interest of the city to permit the use of Observatory Park for “3 on 3” basketball leagues, and by reason thereof, such use is hereby authorized.
(B) Observatory Park may be utilized one night per week by teams including at least two city residents.
(C) Each team shall pay a permit fee in the amount of $25 yearly and the league shall pay $10 for each night of use to defray the cost of lights.
