(A) The following constitute abuses which are punishable as provided in division (C) of this section:
(1) Turning on or off a public or private stop-cock without permission from the waterworks office;
(2) Permitting parties occupying premises where water is turned off to use water from any other hydrant or hose connection without a permit from the water-works office; and
(3) Furnishing water to other persons or permitting other persons to use water from private hydrants or other connections without a permit from the water-works office.
(B) Any consumer guilty of the abuses in divisions (A)(2) and (3) of this section may temporarily and without tapping any lines, give or donate water to be charged to him or her upon first depositing with the Safety-Service Director an additional cash security of $5 for each family to which such water is to be given, or $300 for each business enterprise to which such donation is to be made.
(C) Whenever any of the abuses enumerated in division (A) of this section is detected, the flow of water shall be immediately shut off and not turned on again until a service charge of $1, all expenses incurred in restoring the flow and a penalty of 10% of the bill then due for the service terminated have all been paid at the waterworks office.
