The Safety-Service Director or his or her employees may inspect any premises using city water at any time they wish to do so, and for this purpose such persons shall, at reasonable hours, have free access to any premises using city water. When such free access is refused, the water shall be immediately shut off and not turned on again until all the service charges, penalties and expenses set forth in this chapter have been paid at the waterworks office.
