§ 1040.15 SPECIFICATIONS OF LINES AND METERS.
   (A)   All new construction shall use only copper water supply lines, and all repair or replacement water lines shall be of copper types K, L or M inside of a building. Type K copper shall be used underground from the water tap to the inside of the building.
   (B)   The specifications for the setting of water meters are as follows:
      (1)   The use of iron pipe or fittings in front of meters is prohibited. A straight-way stop and water cock shall be placed on the inlet or the front side of each meter.
      (2)   Meters shall be placed in an accessible position for the meter reader. Placing meters underneath stairways, coal bins and in cellars where it is impossible for a person to stand upright is prohibited. Meters placed outside of buildings or cellars must be set in iron, tile or concrete boxes of not less than 24 inches in diameter or width, and meters shall be not more than two feet from the surface.
      (3)   All meter boxes shall be made watertight above and below.
      (4)   All two, three, four and six-inch meters shall be protected in the same way as small meters, except that boxes must be made large enough to take the meter apart inside of the box without removing the entire meter.
      (5)   A straightway valve shall be placed either in the box or as near to it as possible to shut off the service line.
      (6)   The failure to comply with any of the provisions of this subsection shall be sufficient reason for cutting off the water service until the owner complies with the rules as adopted by the Safety-Service Director. The cost of restoration of service shall be the same as in cases in which service has been discontinued for failure to pay bills.
      (7)   All meters having a line greater than three inches in diameter shall be of compound construction.
