Each permit required under this chapter shall be confined to a single project and shall be issued by the city or its representative. An application for such a permit shall be made on the prescribed form. The permit shall be issued only after a cash security deposit or surety bond, sufficient to cover the cost of restoration, has been posted with the city, the return of which is conditioned upon the prompt and satisfactory refilling of excavations and the restoration of all surfaces disturbed.
