§ 1020.01 PARADES AND ASSEMBLAGES; PERMITS.
   (A)   No person shall conduct, promote or participate in an assemblage, procession, demonstration or parade of any kind, other than a funeral procession, on a street, sidewalk or alley or in a park or other public place in the city, without first obtaining a permit therefor as provided in this section.
   (B)   The Mayor is hereby authorized and directed to issue such a permit to an applicant therefor, upon an order or resolution of Council or upon production by such person of evidence of good moral character and evidence that such assemblage, procession, demonstration or parade is not, in the opinion of the Mayor, prejudicial to the public peace, health or safety or an unreasonable interference with the public and private rights of any of the residents of the city.
   (C)   The Mayor is hereby required to furnish the permittee a written permit, when so allowed, and it shall be shown by the permittee, upon request, to any police officer of the city, at any time, and shall constitute proof of the existence of such permit. Such permit shall indicate the time during which and the place where the privilege may be enjoyed, the nature thereof and the price, if any, which may be charged spectators or participants. Such permit shall be for the persons or associations named therein only.
   (D)   Before becoming effective, such permit shall be shown to the Safety-Service Director, who shall assign such number of police officers to the event as he or she may deem necessary to preserve peace and order and regulate traffic and who shall prescribe to the permittee, in the case of use of a city park or playground, in precisely what manner and precisely where, in the park or playground, the event is to be held.
   (E)   Council may, by order or resolution, direct the Mayor to issue a permit for any of the purposes described in this section, upon such terms and conditions as may be contained in such order or resolution.
   (F)   The Mayor, for good cause shown, may revoke any such permit issued by him or her and may report the same to Council at its next regular meeting following such revocation.
   (G)   Ignorance of the nonexistence of such a license shall not constitute a defense against conviction for a violation of any of the provisions of this chapter.
