(A) As used in this section,
TRANSIENT VENDOR means any person, partnership, firm or corporation which travels from place to place offering for sale any goods, wares, merchandise, produce or supplies.
(B) No transient vendor may sell any merchandise before obtaining a permit from the Safety-Service Director.
(C) Application for the permit shall be on forms prescribed by the Safety-Service Director.
(D) Prior to the issuance of a permit, any transient vendor must provide his social security number, his permanent address, a copy of his state vendor's license, and written permission of the owner of the property where he intends to offer his merchandise for sale.
(E) The fee for a three day permit shall be $150.
(F) No more than two such permits may be obtained within a one year period by any person, partnership, firm or corporation. At least 60 days must pass between such permits.
(G) The transient vendor is responsible for the filing of all tax reports and documents, both business and individual, as required by the city tax code.
(H) Records of all business transactions are to be filed with the city at the conclusion of the three days.
