(A) No person shall deposit and/or permit the deposit of paper, refuse, sand, dirt, waste material or other solid substances in drainage ditches in the city, thus preventing the free flow of water in such drainage ditches.
(B) A person may install pipe in drainage ditches and cover the same, for travel over it on foot or by vehicle, with the consent of the Safety-Service Director, who shall determine the size and type of the pipe to be used.
(C) Whoever violates this section is guilty of a misdemeanor of the third degree.
