§ 648.09 PLAYING OF UNREASONABLY LOUD SOUND DEVICES.
   (A)   No person shall knowingly play any radio, cassette player, music player, audio system, musical instrument or other sound-generating device in a motor vehicle in such a manner or at such a volume as to annoy or disturb the quiet or comfort of the neighboring areas within a distance of 100 feet in such a manner that the sound is plainly audible to persons other than those in the motor vehicle in which such device or instrument is being played.
   (B)   The City Council finds it necessary and in the best interest of the city to prohibit any person to knowingly play any radio, cassette player, music player, audio system, musical instrument, or other sound generating device in such a manner or at such a volume as to annoy or disturb the quiet or comfort of the neighboring areas within a distance of 200 feet in such a manner that the sound is plainly audible to persons other than those in which such device or instrument is being played. This division does not apply to motor vehicles, festivals, or outdoor concerts. Other exceptions may be granted by the Safety/ Service Director.
   (C)   Whoever violates this section is guilty of playing of unreasonably loud sound devices, a minor misdemeanor.
