§ 618.15 DOG VACCINATIONS REQUIRED.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      DOG. Includes dogs of either sex more than five months of age.
      HARBORING. As applied to a person harboring a dog, means a person who permits any dog to remain and be lodged and fed within his or her home or enclosure for more than one day.
      VACCINATED. The administration of Chick-Embryo Rabies Vaccine.
      VETERINARIAN. Any person licensed to practice the profession of veterinary medicine in the state.
   (B)   Every person who owns or harbors a dog in the city shall have such dog vaccinated with Chick-Embryo Rabies Vaccine by a veterinarian during the months of April or May, or within 30 days after a dog is brought into the city and kept or harbored there, and each three-year period thereafter during April or May.
   (C)   (1)   The Safety-Service Director shall prepare certificates in triplicate form, together with corresponding dog tags, for distribution to licensed veterinarians. The certificates shall contain the following information to be inserted thereon by such veterinarian and such other information as the Director may require: the name and address of the owner or harborer of the dog; the date of vaccination of the dog; the date and number of the corresponding dog tag; and the breed, age, color and sex of the dog. The dog tag shall be of durable material, shall be attached to the collar or harness of the dog as evidence of vaccination with Chick-Embryo Rabies Vaccine and shall be numbered and contain the year of issuance. The certificates and dog tags shall be purchased by the veterinarians from the Director at a cost of $1 for each certificate in triplicate and the corresponding tag.
      (2)   The Director is hereby authorized to accept and register a foreign certificate of vaccination of a dog from a veterinarian and issue a corresponding certificate and dog tag of the city at a service charge of $1. Tender of the foreign certificate must be made by the veterinarian, or by the owner or harborer of the dog, within 30 days from the time of such vaccination or within 30 days from the time of harboring the dog within the city.
      (3)   The Director is hereby authorized to refund to the veterinarian the cost of any unused certificates or dog tags returned to him.
   (D)   (1)   Each veterinarian, when vaccinating a dog with Chick-Embryo Rabies Vaccine, shall state in each triplicate certificate obtained by him from the Director the information required in division (C) of this section and immediately present one triplicate copy to the owner or harborer of such dog and shall mail one triplicate copy to the office of the Director within five days from the date of vaccination of any dog. The remaining triplicate certificate copy shall be retained by the veterinarian for his file.
      (2)   At the time of the vaccination of any dog, the veterinarian shall also deliver to the owner or harborer of such dog the dog tag so obtained from the Director as evidence of such vaccination with Chick-Embryo Rabies Vaccine.
   (E)   The Director shall keep a register and record therein the registration of all dogs that have been vaccinated.
   (F)   Every owner or harborer of a dog, upon obtaining the tag from a veterinarian, shall immediately attach the same to the collar or harness of such dog to be worn by such dog at all times. The certificate obtained from the veterinarian shall be retained by the owner or harborer of such dog for Inspection by the officials of the Police Department and the Department of Public Safety and Service at all times.
   (G)   The requirements imposed by division (B) of this section shall not apply to dogs kept by regularly chartered medical colleges or other educational or scientific institutions to be used for scientific purposes or to dogs kept in licensed breeding kennels and confined to the premises at all times or to dogs brought into the city for exhibition purposes at any dog show, provided a permit for the holding of such show is obtained from the Director.
   (H)   Whoever violates or fails to comply with any of the provisions of this section is guilty of a minor misdemeanor.
