A dog found running at large on public or private property, if such private property is not the property of the owner, custodian or harborer of the dog, shall be impounded by the Animal Warden. A dog so impounded shall be released to the owner, custodian or harborer only if the dog is licensed under county or state law, upon payment of $10 per day for each day the dog is impounded. The $10 per day represents a reasonable kennel charge for removing such dog to the City Kennel and for its keep. Any such dog not so licensed shall be removed from the City Kennel by the County Dog Warden and/or the Society for the Prevention of Cruelty to Animals of the County, and disposed of as provided by law.
