(A) No person shall operate or permit to be operated a mini-bike or trail bike on any municipal property, including streets or rights of way, or on anyprivate property without the written consent of the owner of such private property.
(B) Such written consent shall be carried on the person of the operator of such vehicle and produced by the operator on the demand of a law enforcement officer.
(C) Such written consent shall also contain an assumption of responsibility by the owner of such private property for noise created by such permitted operation on such private property, whereby the operator of the mini-bike or trail bike shall assume joint and/or separate responsibility for the operation thereof in violation of any of the provisions of this traffic code.
