§ 452.16 SNOW EMERGENCIES.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      SNOW EMERGENCY means the condition which exists when snow, sleet or ice has sufficient intensity and/or accumulation to interfere with the safe operation of motor vehicles, including city service vehicles and emergency and public safety vehicles.
      SNOW EMERGENCY DECLARATION means a declaration, and the causing of an announcement on the public media, by the Mayor of the City or by the Mayor or the City Manager of Cincinnati, that a snow emergency exists.
      SNOW EMERGENCY ROUTE means a street or other public way designated as such in division (C) of this section.
   (B)   Regulations.
      (1)   Whenever there is a covering or coating of newly fallen snow, sleet or ice upon any street of the city, resulting in the declaration of a snow emergency, then the snow emergency shall remain in effect until such snow emergency is taken out of effect by the Mayor of the City and/or the Mayor or City Manager of Cincinnati. However, when any street subject to this section has been substantially cleared of snow, sleet or ice from edge to edge, as determined by the Mayor of the City, the Safety-Service Director or their designee, then the street may be removed from the emergency restrictions of this section.
      (2)   On each street designated in division (C) of this section as a snow emergency route, the Safety-Service Director shall post special signs to this effect at intervals not exceeding 1,000 feet.
      (3)   While a snow emergency is in effect and until such emergency has terminated, no person shall operate a motor vehicle on a snow emergency route in such a manner as to permit the vehicle to become stalled on such route because the vehicle is not a four-wheel drive vehicle; because the vehicle is not equipped with tire chains, studded snow tires or other tires which provide effective traction; or because the fuel supply of the vehicle has become exhausted.
   (C)   Designation of snow emergency routes.
      (1)   The following streets are snow emergency routes and no parking is permitted thereon during a declared snow emergency: Reading Road, East Galbraith Road, East Benson Street, West Benson Street, East Columbia Avenue, West Columbia Avenue, Hunt Road, Sanborn Drive, Thurnridge Drive, Krylon Drive, West Crest Drive, Keith Drive, Waxwing Drive and Jefferson Avenue in the city. During a declared snow emergency, alternative parking areas near the affected snow emergency route shall be provided, when possible, to the residents of the affected area until such time as the emergency is declared to be over.
      (2)   The Safety-Service Director may further authorize the posting of "temporary snow emergency routes" on any street in the city for the purpose of the safety and security of the residents residing thereon and for the safe and expeditious removal of accumulated snow, sleet or ice.
   (D)   Removal of vehicles; costs. A vehicle found in violation of division (B)(3) of this section may be removed, upon the authority of a police officer, to another nonaffected street or location either by pushing the vehicle or by towing the vehicle with city-owned equipment or by having it towed by a commercial wrecker. Such vehicle may be cited and the registered owner of the vehicle, if the driver is unknown, shall be held responsible for all costs incurred by the city in case of such removal.
