Action taken by a member of the Police Department, including the Chief, outside the territorial limits of the city, if taken in pursuance of any police matter involving the city or if taken in the line of cooperation upon official police business with any of the other governmental units of the county, which action is ordered or approved by the Chief or, if done on an emergency basis, is subsequently ratified by the Chief, shall be considered to be an action performed in the course of the employment of such member of the Department.
