(A) No member shall be permitted to speak more than once on any subject until every member choosing to speak shall have had an opportunity to be heard. No member of Council shall be heard more than twice on any subject, nor for longer than five minutes, without leave of Council upon a majority vote of all members elected to Council. Only members of the elected Council shall take part in discussion of the business before Council. Any other officials, elected or appointed, who are present may take part in the discussion only to the extent of answering factual questions which are asked of them.
(B) All discussion regarding resolutions and ordinances must be completed prior to the taking of the vote. The President shall ask whether there are any further comments, questions or discussion regarding the issue prior to calling the roll. Upon calling the roll, only a vote may be spoken.
