§ 214.09 SCHEDULE OF BUSINESS FOR CONDUCTING COUNCIL MEETINGS.
   The following shall be the order of business for conducting the business of Council at both regular and special meetings:
   (A)   Prayer.
   (B)   Pledge of Allegiance.
   (C)   Roll call.
   (D)   Approval of minutes.
   (E)   Introduction of persons wishing to appear before Council.
      (1)   Each person shall state his name and address.
      (2)   Each person shall limit his business to five minutes.
   (F)   The reading of communications.
   (G)   Reports of committees - only matters placed in each specific committee may be discussed at this time.
      (1)   Standing committees
         Finance Committee
         Public Health and Safety Committee
         Recreation Committee
         Zoning, Planning and Environment Committee
         Service Committee
         Laws and Contracts Committee
         Utilities, Lands and Buildings Committee
      (2)   Special committees.
   (H)   New business. The President will ask whether there is any other business which members wish to address. At this time members should present items which they wish to place into committees or address to other City officials. Any new business brought before Council may be referred to its proper committee(s) by motion and a majority vote of all members elected to Council.
   (I)   Reports of officials:
      (1)   Mayor's report (in writing)
      (2)   Safety/Service Director's report (in writing)
      (3)   Treasurer's report (in writing)
      (4)   Auditor's report (in writing)
      (5)   Any other elected or appointed official who wishes to report.
   (J)   Reading of resolutions and disposition thereof.
   (K)   Third reading of proposed ordinances and disposition thereof.
   (L)   Second reading of proposed ordinances.
   (M)   First reading of proposed ordinances.
   (N)   Copies of resolutions and ordinances shall be made available to each Councilmember at least 48 hours prior to any meeting, except in emergency cases. (It should be noted that abuse of the term “emergency” shall not be tolerated.) Copies of minutes shall be provided to each member at least 24 hours prior to regular meetings - except in the case of meetings which have occurred within the past 72 hours.
   (O)   All ordinances or resolutions authorizing the expenditure of funds shall have been previously reviewed by the Finance Committee.
