§ 214.04 DUTIES OF THE CLERK OF COUNCIL.
   (A)   The Clerk of Council shall attend all meetings, regular and special; attend to all correspondence incidental to his/her office; attend to codification and publication of all ordinances and resolutions; and perform such other duties as may be assigned to him/her by a majority vote of all members elected to Council.
   (B)   The Clerk of Council shall make an accurate recording of Council meeting proceedings as required by the Ohio Revised Code in one or more of the following methods as prescribed by Council.
      (1)   Permanent, accurate type-written synopsis of the proceedings.
      (2)   Maintain a 48 month library of audio tapes of the entire Council meetings.
      (3)   Effective January 2, 1998, it shall be the responsibility of the Clerk of Council to obtain copies of video taping by the ICRC of Council meetings. Each is to be maintained by the Clerk of Council in a library for a period of 24 months.
      (4)   A permanent type-written transcript of entire or partial Council proceedings may be obtained upon request of a Council Member. Such requests may be reproduced from the audio tape library through a professional service, and shall be paid on a 50/50 basis by the city and the requesting member of Council. Further, a copy of said transcript shall become a permanent part of the permanent record of the minutes of that meeting.
   (C)   The Clerk of Council shall, when requested by any Council Member, include in the minutes any matter, written or spoken, as a part of the permanent record of Council proceedings.
   (D)   The Clerk of Council shall provide a copy of any record of Council proceedings which are on file to a Council member upon request. Such provision of records shall be made on a sign-out basis, and must be returned to the Clerk within 72 hours. The sign-out system shall be devised by the Clerk and approved by a majority of Council. All tardy returns are to be reported to Council by the Clerk at the next regular meeting of Council.
   (E)   The Clerk shall, for the benefit of the audience, provide a written agenda of the business to be considered by Council at each Regular Meeting. Copies of said agenda are to be placed inside the doors to Council Chambers.
   (F)   The Clerk of Council shall read all ordinances by title only, unless otherwise directed by majority vote of members elected to Council.
