(A) The majority members of Council are hereby authorized to appoint, from the membership of Council, the following standing committees, each to be composed of three members:
(1) Finance Committee.
(2) Public Health and Safety Committee.
(3) Recreation Committee.
(4) Zoning, Planning and Environment Committee.
(5) Service Committee.
(6) Laws and Contracts Committee.
(7) Utilities, Lands and Buildings Committee.
(B) Members of such a committee shall serve for two years or until successors thereto are appointed and qualified.
(C) Such a committee shall investigate any matter assigned to it by Council, within the range of the purposes of the committee, and report the results of its findings at the next meeting of Council following the assignment of the matter, unless granted further time at such meeting.
(D) The Chairperson of each such committee, who shall be appointed by a majority vote of Council, shall be spokesperson for such committee. The report of a majority of the committee shall constitute the findings of the committee.
