§ 210.01 MEETINGS.
   (A)   Regular meetings of Council shall be held at 8:00 p.m. on the first and third Tuesdays of each month in the Council Chamber in the city hall. However, when Council, at a regular meeting (adjourned or otherwise), declares, by verbal motion spread on its minutes, that the next regular meeting date will be a legal holiday in the state, or the eve thereof, then such next regular meeting shall be held on the business day next succeeding such holiday, at the hour and place provided in this division.
   (B)   Special meetings shall be held at the hour and place provided in division (A) of this section (unless otherwise specified in the notice) whenever written notice is served on the President and each member of Council, personally or at his or her last known place of residence, at least 12 hours in advance of the meeting. A notice of a special meeting shall be conclusively presumed to be a notice that any and all unfinished or new business, or both, shall properly come before the meeting for any action which Council may wish to take, regardless of the recitations of such notice.
