§ 208.05 TIME AND PLACE FOR INAUGURATION OF ELECTED OFFICIALS.
   (A)   The Council shall meet at noon or before on the first day of January following a municipal election at the usual place for holding such meetings, at which time the newly elected Council members shall take the oaths of office and assume the duties of their offices. A fund shall be made available in the Council budget not to exceed $1,000 for the purpose of inaugural expenses.
   (B)   Every fourth year, or with the election of the Mayor, the place of the inaugural ceremonies and the oaths of office will be at a city-owned building of adequate size, as determined by the newly elected Mayor. The meeting shall be at noon or before on the first day of January, at which time the newly elected Council members and officials shall take the oaths of office and assume the duties of their offices. A fund shall be made available in the Mayor’s and Council’s budgets not to exceed $2,000 for the purpose of inaugural expenses.
   (C)   Thereafter, the Council shall meet at least twice a month or at such times as described in the rules of Council or prescribed by ordinance or resolution.
   (D)   Special sessions of the Council may be called by the Mayor, or any three members of Council upon at least 12 hours notice to each member, served personally, or left at his or her usual place or residence.
