The Council, in conformance with the laws of the State of Nebraska, is hereby authorized to alter the maximum rate of speed on any street within the city, and to so post any such street with appropriate signs indicating the maximum allowable rate of speed. No person shall drive any vehicle on any street within the city at a rate of speed in excess of the posted rate.
