The system of collection and disposal of recyclable material by the City is hereby declared to be a public utility. The services provided for in this chapter shall be rendered to all persons upon compliance with all City regulations pertaining to such utility and upon payment of the rates provided for in Section 1062.11, as the same may be amended from time to time.
