(A) Previous to the filing of an application for approval of a preliminary plat, the subdivider shall confer with the City Manager so as to become acquainted with this chapter. The subdivider should then submit to the City Manager a sketch plan complying with §§ 154.060 et seq. and supplementary data as specified in § 154.045 so as to determine the feasibility of the proposal. It is recommended that the subdivider employ at this time a competent land planner, land surveyor, or engineer to assist in the development of the proposed subdivision.
(B) The submission pursuant to division (A) above does not require a formal application, fee, or the filing of a plat. Furthermore, at this step, the City Manager does not assume any responsibility for a lack of understanding of this chapter on the part of the subdivider and any advice or opinion as to the feasibility of the proposal expressed by the City Manager shall not bind any subsequent actions of the Planning Commission or the City Commission relative to the proposal.
