(A) The arrangement, character, extent, width, grade and location of all streets shall conform to topographical conditions to public convenience and safety, and in their appropriate relation to the proposed use of the land to be served by the streets.
(B) (1) The proposed street layout shall be made according to sound land planning practice for the type of development proposed, and shall be coordinated with the street system of the surrounding areas.
(2) All streets must provide for the continuation of appropriate projection of principal streets in surrounding areas and provide reasonable means of ingress and egress for surrounding acreage tracts.
(3) Streets and alleys in any subdivision adjoining the city shall be continuous with and correspond in direction and width to the streets and alleys of the city, as required by NMSA § 3-20-4.
(C) (1) The dedication of half-streets at the perimeter of a new subdivision is prohibited.
(2) If circumstances render this impracticable, adequate provision for the concurrent dedication of the remaining half of the street must be furnished by the subdivider.
(3) Where there exists a half-street in an adjoining subdivision, the remaining half shall be provided by the proposed development.
(D) Where land is subdivided into larger parcels than ordinary building lots, the parcels shall be arranged so as to allow for the opening of future streets and logical further resubdivision.
(E) Where a proposed subdivision contains or is adjacent to a major highway, it shall be planned so as to avoid having lots fronting on the highway in a manner as to derive their access from the highway, preferably by providing a marginal access street for these lots or by backing the lots to the highway.
(F) Subdivisions showing reserve strips controlling access to public ways will not be approved, except when the control and disposition of land comprising the strips is definitely placed within the city’s jurisdiction under conditions meeting the approval of the City Commission.
