No person shall picnic in the municipal parks, except in the areas designated for that purpose. Park personnel are hereby authorized to regulate the activities in such areas when necessary to prevent congestion or to secure the maximum use, comfort and convenience of all. Visitors shall comply with any directions given to achieve this end.
