§ 71.02 REQUIREMENTS.
   Prior to and during the operation of a golf cart/UTV on village streets, each owner/operator shall comply with the following requirements:
   (A)   Proof of liability insurance;
   (B)   Colored licensed sticker must be displayed on the lower driver’s side windshield at all times;
   (C)   Must be inspected by Police Department, Mayor or designated representative;
   (D)   Must be eligible for an Illinois driver’s license and not have a revoked or suspended license in Illinois or any other state;
   (E)   Must be equipped with windshield, horn, brakes, turn signals, a steering wheel apparatus, tires, a rearview mirror, an approved slow moving vehicle emblem on the rear of the golf cart/UTV, a headlight that emits a white light visible from distance of 500 feet to the front, a tail lamp that emits a red light visible from at least 100 feet from the rear, brake lights and turn signals and seat belts for all passengers. When operated on a roadway, a golf cart/UTV shall have its headlight and tail lamps lighted;
   (F)   Must obey all traffic laws of the state and the village;
   (G)   Must be 21 years of age or older;
   (H)   No modification to golf cart/UTV suspension;
   (I)   Must not exceed 20 mph;
   (J)   May only operate on village streets with the exception of authorized crossing of state or county roads;
   (K)   May only be operated between 6:00 a.m. to 10:00 p.m.;
   (L)   Golf carts/UTV may only be operated on designated village streets from 6:00 a.m. to 10:00 p.m. They shall not be operated in inclement weather or when visibility is impaired by weather, smoke, fog or other conditions, or anytime when there is insufficient light to clearly see persons and vehicles on the roadway at a distance of 500 feet;
   (M)   A person who drives or is in actual physical control of a golf cart/UTV on a roadway while under the influence is subject to 625 ILCS 5/11-500 through 5/11-502;
   (N)   Golf cart/UTVs shall not be operated on sidewalks or in village parks other than parking areas;
   (O)   Golf cart/UTVs may not be operated on streets and highways and roads under the jurisdiction of the state’s Department of Transportation or U.S. Route 51; and
   (P)   Golf cart/UTVs may not be operated on state or county roads, except to cross at designated streets and no 90-degree crossing at the intersections of West 6th Street and U.S. Route 51 and also U.S. Route 51 and East Main Streets and, when authorized, the state’s Department of Transportation or the county’s Highway Department as applicable. The village will ensure that signs are erected to designated authorized crossing points.
