Household rubbish and garbage shall be collected only in the following containers and methods.
(A) All city residents will be required to purchase disposal bags (as defined in § 50.02) for disposal of all household rubbish or garbage and placed in the proper receptacle as defined in § 50.15. The disposal bags shall have affixed thereto an appropriate garbage sticker or stickers as required in § 50.26 below. The city and any authorized commercial collector shall only collect household rubbish and garbage contained in disposal bags as required herein. Any disposal bag, deposit for city collection, shall be filled so as to weigh no more than 40 pounds and shall be securely tied and sealed at the time of collection. These provisions for the disposal of household rubbish and garbage shall not apply to industrial and commercial waste as defined in § 50.02 herein.
(B) Tree trimmings, shrubbery clippings and similar material shall be cut in lengths not to exceed four feet and securely tied with string or twine in bundles not more than two feet in diameter. Collection shall be arranged on an individual basis with the City Street Department. Trimmings not prepared as prescribed will not be collected. The Superintendent of Streets or his or her designee may determine an amount of trimmings to be excessive and deny collection. Material denied for collection under this provision may be collected by a private hauler.
(C) Recyclables shall be placed in the special recycling container provided by the city and will not require a city disposal bag.
