§ 50.15 PROPER RECEPTACLE REQUIRED.
   It shall be the duty of every owner or occupant of any house, building, flat or tenement in the city where people reside, board or lodge to maintain in good order a sufficient number of proper receptacles for garbage, rubbish and refuse. A proper receptacle shall include the following:
   (A)   A container with a lid and designed to prevent animals or birds from entering the area where garbage or refuse is placed.
   (B)   Proper receptacle shall be constructed from metal, plastic or other city approved material, watertight and furnished with suitable handles for lifting. A proper receptacle shall have a capacity of not more than 95 gallons.
