§ 71.02 SPEED LIMITS.
   (A)   Commencing on the effective date of this chapter, the speed limit on all county roads in the county shall be 45 mph, or as posted by the County Highway Department.
   (B)   The state traffic laws regulating the speed of motor vehicles shall be applicable upon all streets and places within the county, except as the Board of Commissioners, by ordinance, and as at any time authorized by statute may declare and determine, upon the basis of engineering and traffic surveys and investigation, as directed and recommended by the County Highway Department or other applicable body, that certain speed regulations, either more restrictive or greater than the speed specified generally by statue for a certain area, shall be applicable upon specified streets or places or portions thereof; in which event, upon passage of an ordinance thereon, it shall be prima facie unlawful for any person to drive a motor vehicle at a speed in excess of any speed so declared and fixed for such location, when signs are in place at all necessary locations giving notice thereof.
