GENERAL PROVISIONS
§ 35.001 DEFERRED COMPENSATION PLAN.
   (A)   The County Commissioner meeting in a regularly scheduled session, February 7, 2011, hereby establish a deferred compensation plan for the County Sheriff’s Department to allow for the voluntary participation of employees of such Sheriff’s Department.
   (B)   The Sheriff’s Department will utilize the deferred compensation plan established by County Sheriff’s Departments in the state known as the Indiana Sheriffs 457(b) Plan and participate in the group trust arrangement established by that deferred compensation plan; and the Sheriff is authorized to sign the adoption agreement to participate in the deferred compensation plan.
   (C)   The County Commissioners hereby authorize the County Auditor to make deductions from the pay of employees of the Sheriff’s Department who voluntarily participate in the deferred compensation plan and to deposit the deferrals in the trust. The County Commissioners also authorize the Committee made up of representatives of the Sheriff Departments participating in the plan (as determined by participating Sheriff Departments) to make such other arrangements as are necessary to implement the plan. It is understood that, other than the incidental expenses related to collecting the employees’ deferrals and other minor administrative matter, there is to be no cost to or contribution by the county to this plan.

§ 35.002 MILEAGE REIMBURSEMENT.
   The county shall reimburse county employees $0.485 per mile when an employee drives their personal vehicle on county business unless a state statute dictates another amount.

§ 35.003 ESTABLISHING BANK ACCOUNT FOR COUNTY.
   The County Council has determined that no county employee may establish a bank account for county business without first seeking the approval of the County Council.

§ 35.004 OVERTIME.
   No county employee shall work, nor shall any office holder or supervisor allow employees to work, overtime as defined by the relevant portions of the Fair Labor Standards Act, being 29 U.S.C. § 201 et seq., which is not compensated by time off rather than by payment in money.

§ 35.005 ACQUISITION OF A BLANKET BOND OR CRIME INSURANCE POLICY.
   The Putnam County Council hereby authorizes the acquisition of a blanket bond or crime insurance policy endorsed to include faithful performance of all employees and persons acting on behalf of Putnam County, Indiana pursuant to I.C. 5-4-1-18.

§ 35.006 CONFLICT OF INTEREST POLICY.
   (A)   No officers or employees of the county shall solicit nor accept gratuities, favors, or anything of monetary value from consultants, potential consultants, or parties to sub-agreements, unless in accordance with this conflict of interest policy. The aforementioned prohibition does not include gratuities, favors, or anything of monetary value less than $200 per day. Any financial interest less than $200 per day shall be considered not substantial in accordance with the Code of Federal Regulations.
   (B)   This policy conforms to the standards set forth in the Code of Federal Regulations and by the Indiana Department of Transportation. A CONSULTANT is defined as an individual or firm providing engineering and design related services as a party to a contract with a recipient or sub-recipient of Federal assistance.

§ 35.015 ADOPTED BY REFERENCE.
   The County Policy Manual is hereby adopted by reference and incorporated herein as fully as set out at length in this code of ordinances.
