§ 31.18 OFFICERS.
   The Advisory Board shall, within 30 days after the last appointment is made, meet and elect one member as Chairperson, another as Vice-Chairperson, and appoint a Secretary-Treasurer who need not be a member.

911 ADVISORY COMMITTEE
§ 31.30 CREATION.
   A 911 Advisory Committee is hereby created for the purpose of providing the County Commissioners with data, advice and recommendations regarding the implementation of 911 service, its day-to-day operations, training of personnel, dispatch standards, review of rates and other matters which from time to time need the review of the Committee in order to maintain an effective and efficient 911 emergency system.

§ 31.31 COMPOSITION.
   The composition of the 911 Advisory Committee is as follows:
   (A)   One member from the Board of County Commissioners, said member appointed by that body and from that body;
   (B)   One member from the County Council, said member appointed by that body and from that body;
   (C)   A representative of Putnam County EMS, a department of Putnam County Government, such representative designated by the Putnam County Board of Commissioners;
   (D)   Three members to be designated by the County Board of Commissioners, one from each Commissioner District. Said member must not be a department head of any public safety service agency in the county;
   (E)   The Mayor of the City of Greencastle, or a member of the Greencastle City Council;
   (F)   One member who a member of a Putnam County Fire Department, selected by the County Commissioners; and
   (G)   One member who is a member of a Putnam County Police Department, selected by the County Commissioners.

§ 31.32 TERM.
   Each member shall be appointed/confirmed to his or her position annually and each term shall be for one year only.

§ 31.33 ORGANIZATION.
   (A)   The Advisory Committee members shall, after their appointment, meet to organize themselves, select a presiding officer and Secretary and thereafter meet not less than quarterly. Notice of the meetings of the Advisory Committee shall be made public and in compliance with the Indiana Open Door Act, being I.C. 5-14-1.5-1 et seq.
   (B)   Minutes of the meetings of the Committee shall be kept and a copy of all minutes adopted shall be referred to the Board of Commissioners of the county and a copy of said minutes shall be maintained at the County Auditor’s office at the County Courthouse for public inspection.
      (1)   The presiding officer and Secretary shall be nominated at the first meeting of each year and their term shall be only for one year.
      (2)   The Committee shall be charged in appointing two members from among the County Criminal Justice Community, who are department heads whose department utilizes the I.D.A.C.S./ N.C.I.C. computer system at the 911 radio dispatch center/answering point (their department must have an ORI/non-terminal agreement with the center), to an I.D.A.C.S./N.C.I.C. governing board. The third member of the Board shall be the 911 Director. This Board shall be charged in overseeing the operation of the I.D.A.C.S./N.C.I.C. computer system only as per 240 I.A.C. 5-2-10.

§ 31.34 APPOINTMENT OF DIRECTOR.
   The Board of Commissioners of the county shall be responsible for appointing a Director of the 911 emergency telephone system.

§ 31.35 EX OFFICIO MEMBERS OF COMMITTEE.
   The department heads of all county public safety service agencies shall be ex officio members of the Committee and even though they will not have voting powers, they shall be invited to all public meetings of the Committee.
