CHAPTER 75: TRAVEL ON COUNTY ROADS DURING A DECLARED LOCAL EMERGENCY

§ 75.01 TITLE.
   This chapter shall be known as the “Severe Weather Storm Disaster Emergency Ordinance of Putnam County, Indiana” and shall apply to roads only maintained by the County Highway Department.

§ 75.02 DECLARATION OF EMERGENCY.
   The Board of Commissioners or any member thereof after consultation with the County Emergency Management Director, may declare a severe weather emergency by executive order, when in its judgment such would be in the best interest of the public safety and welfare of the residents of the county. Such emergency shall continue in effect until the Board or any member thereof or the Board’s designated herein determines that an emergency no longer exists, however not to exceed seven days pursuant to I.C. 10-14-3-29(a).

§ 75.03 CLASSIFICATION OF WEATHER EMERGENCIES.
   There shall be three classifications of weather emergencies to control highway use.
   (A)   Warning.
      (1)   Travel may be restricted to emergency personnel only.
      (2)   Citizens are directed to refrain from all travel, comply with necessary emergency measures, cooperate with public officials and disaster services forces in executing operations plans, and comply with the directions of properly identified officers.
      (3)   Further and more specific restrictions may be included in the disaster declaration.
   (B)   Watch.
      (1)   Conditions are threatening to the safety of the public.
      (2)   Only essential travel is recommended (i.e., to and from work, emergency situations and the like).
      (3)   Emergency action plans have been or should now be implemented by business, schools, government agencies and other organizations.
   (C)   Advisory.
      (1)   Routine travel or activities may be restricted in areas because of a hazardous situation.
      (2)   Citizens should use caution or avoid these areas.
      (3)   Schools and businesses may begin to implement their emergency action plans.
   (D)   Caution.
      (1)   A condition may develop that limits or hinders travel in isolated areas.
      (2)   No travel restrictions have been placed in effect by county officials, but citizens should be alert to changing conditions.
