This special district is intended to encourage and facilitate the design of small, planned shopping areas, developed as a unified grouping, in one (1) or more buildings, of retail shops and stores outside of the central business district. Any retail shopping areas permitted under this district shall be developed as a unit, with adequate off-street parking areas, safe ingress and egress, and appropriate landscaping and use of natural features to encourage a safe and attractive area for commercial activity which will not be disruptive of any residential environment.
