This district is intended to provide minimum standards for low-density, planned, single- family, detached residential development. This development may occur in areas which can be effectively and efficiently served by the City sewage collection and disposal system or it may occur in areas which are beyond the existing or intermediate service area boundaries of the City sanitary sewage collection and disposal system. Additional objectives of the provisions of this district are to control sprawling, "leap frog" development, prevent the depletion of possible City groundwater reserves through encouraged use of the City water system, ensure adequate fire protection, eliminate the health threat of improperly utilized septic systems, and provide adequate existing and future utility, traffic way, and drainage easements in the developed area.
